No. If there are substantial changes in composition, classification, labelling, intended use, or contact details, you must update the existing PCN notification. It is mandatory to report these changes, even if they are minor.
Yes. You can use a “group submission” if the mixtures share the same product category, hazard classification, and composition. This option simplifies the process when working with almost identical products.
It depends. Distributors are also required to submit PCN notifications if they change the product name or the destination market, or if they cannot demonstrate that an upstream actor has already submitted the same information. In many cases, it is more efficient to coordinate with the manufacturer to maintain a single submission per mixture.
